I've been a list member and a very minor contributor to ncurses for a
while now, but I don't remember seeing any announcement about changes
in "licensing" for ncurses. How come the current release isn't available
on prep and the other GNU mirror sites?

I'm well aware of the changes in maintainer-ship of the project,
but I wasn't aware that the changes were more far-reaching.
